On the afternoon of Nov. 23, 2011, Vice President Cheng Guangxu was invited to make a report to the staff ofGraduateSchoolabout interpretation and implementation ofthe National Outline for Educational Reform and Development(the Outline).
Vice President Cheng explained the background ofthe Outlineby relating the historical context and the current state of affairs both at home and abroad.He pointed out that in face of the complex world situation, the rejuvenation of the Chinese nation in the 21stcentury depends on whether we can excel in science and technology, whether a world science center can gradually take shape inChina, and whether we can cultivate the world-class scientists and engineering and technical innovators. Tertiary educationshould be based on the national strategy and aims at cultivating creative talents so as to contribute to the rejuvenation of the nation and to the construction of an innovative country. Development of education relies on reform. Now that our tertiary education has reached a considerable scale, the most urgent and central task in educational reform is to improve the quality of education.
Against this background, a top priority for XJTU is to remain first-class at home in talents cultivation, especially in doctorate education, and to strive to be first-class in the world, which is a strategic choice for XJTU. To build strong graduate education, we will stick to perfecting and deepening reform in the graduate education system and bring into full play our advantage in talents cultivation.At present, graduate education in XJTU should fulfill the following six major tasks. First, guidance and administration classified by academic disciplines should be provided. Second, professional degree education should be further developed, with greater emphasis on constructing off-campus practice bases. Third, efforts in synergic innovation should be pursued through launching the engineering doctor program which aims at cultivating leading figures in engineering and technology.Fourth, graduate education should be opened more extensively to utilize the world excellent educational resources.Fifth, reform in postgraduate admission test should be pushed forward and the overall quality of the applicants is expected to improve significantly through increased publicity.Sixth, the graduate quality evaluation system should be improved by setting up a scientific and diversified range of evaluating criteria. As the organ of graduate education administration,GraduateSchoolshould make thorough analysis of the factors affecting the quality of graduate education and reach a full understanding about the new problems and challenges in the new time.It needs to adapt to the new situation by renewing concepts of teaching administration and adopting corresponding administrative practices. Quality assurance should be strengthened through developing stronger awareness of quality and clearer understanding of quality standards among the staff, and through relying firmly on the teachers.Administration of the graduate students’ study process should be stressed.A professional and specialized staff for graduate teaching administration should be built to improve the performance of the department and to improve the quality of graduate education.
At the end of his speech, Vice President Cheng commented that talents cultivation is a systematic project and teaching reform is a long, arduous and complicated process. Moreover, teaching administration is multifarious and cumbersome and, with the deepening of the educational reform, new problems, tasks and systems are bound to increase.So, work in teaching administration requires a sense of dedication.He called upon the staff ofGraduateSchoolto work with enthusiasm and creativity and to make valuable contribution to graduate education.
